Syllabication

Syllabication means dividing words correctly.


9 rules in dividing words

1. Words having one vowel sound or one syllable may never be denied. Example: pulse, make, walk
2. Compound words made up of two single syllables maybe divided between the words. Example; cup-cake, foot-ball, rain-coat
3. Words having prefixes and suffixes maybe divided between the prefix and the root word or between the rootword and the suffix. Example: re-tell, child-less
4. When two consonant come between two consonants. Example: pattern, victory, picture
5. When a word begins with a single vowel that is sounded separately, divided after that vowel. Example: a-maze
6. When a vowel is sounded alone in a word, divided before and after that vowel. Example: edu-cate
7. Divided the syllable after the consonant, if the first vowel is long. Example: mo-ment
8. When le is preceded by a consonat and the end the le forms a separate syllable. Example : tab-le
9. When two vowels come together in word bu each vowel has separate sound, divided between the two vowels as in. Example: tri-als

Mayors oppose bill relaxing cityhood - Manila Times

Local officials contend creating more cities will reduce IRAs for existing cities

THE League of Cities of the Philippines are up in arms over a new bill in the Lower House that relaxes the stringent requirements of the Local Government Code in the transformation of a locality into a city.

League President and Manda­luyong City Mayor Benjamin “Benhur” Abalos Jr. said in a press briefing that the Lower House never consulted them over House Bill No. 24, authored by Zamboanga Sibugay Second District Rep. Ann Hofer, that exempts capital towns of provinces from the annual income requirement of P100 million to be qualified as a city.

The League, composed of 120 cities nationwide, expressed fear that their internal revenue allotment (IRA) will decrease if Congress will pass the bill. The mayors said that in 2007 alone, 16 towns were converted into new cities. If House Bill 24 becomes a law, there will be 27 new cities, which will further reduce the per capita IRA share of existing cities.

The bill states, among others, that “the capital towns of provinces without a city shall be exempted from the annual income requirement of P100 million,” Likewise, it stated “that capital towns of provinces where there is no existing city shall be priority for conversion into component cities…”

League members said that they will stage a “Black Monday” on January 28, wherein employees of their cities will be wearing black armbands. The Philippine flag will also be flown at half-mast to express their opposition to the bill.

“The cities will be in a crisis. The cities will face extinction with this bill,” Abalos said.

Abalos warned that a locality’s delivery of basic services, which include health and education, would be greatly affected by the bill’s passage. Likewise, cities may have to undertake a massive retrenchment.

Lower allotment for cities

A media presentation on the effects on the bill cited as an example Sorsogon City, which was supposed to get an IRA increase of P41.9 million if it was not converted to a city, or a 15-percent increase from last year’s IRA. However, after its conversion to a city, Sorsogon will now only get an increase of only P8 million or a 3-percent increase. As such, the city’s IRA is P33.8-million less because of its conversion to a city.

Another example is Puerto Princesa, which was supposed to get an IRA increase of P146.1 million before its conversion into a city or a 15-percent increase from last year’s IRA. However, after conversion, the city will get an increase of only P1.7 million or a measly 0.18-percent increase. As such, the city’s allotment is P144.4-million less because of its conversion to a city.

Abalos explained that in 1996, the IRA per capita for Philippine cities is 20 percent higher than that of the provinces and municipalities. Nine years later, the situation has been reversed.

Today, the IRA per capita for Philippine cities is now 30 percent lower than the allotment per capita of provinces and municipalities, he added.

Unpaid Picop workers seek gov’t aid

SAN FRANCISCO, Agusan del Sur -- Some 500 workers of a huge paper company in Bislig City have sought government help saying they have not received their salaries and benefits for four months now.

The workers of Picop Resources, Inc. (PRI) have sought the help of officials of this city.

At a recent dialogue, they told Mayor Alberto Tan that, aside from their salaries, they also did not receive their 13th month pay last year.

Joselito Soriano, president of Ang Katipunang Hanapbuhay sa Picop Resources, Inc., told reporters their hardships have become so unbearable they decided to seek redress from city officials.

The workers' decision to publicly air their grievances came as a surprise to many here since it was only last November 28 that they staged a rally defending the company from the incessant attacks by Fr. Florio Falcon, local parish priest, and other concerned groups over the company's alleged pollution.

The workers also complained that their monthly rice allowance, which the company extends as an additional benefit, was no longer released.

Aside from this, Soriano said the company only gave 50 percent of their 13th month pay for 2006.

PRI spokesperson Iola Badajos would not respond to queries.

The workers' tale prompted Tan to order the city Social Welfare Office to give them food assistance such as rice, noodles and canned goods.

The city council also passed a resolution realigning funds intended for the electricity and water bills as humanitarian cash assistance to the protesting workers.

Local officials have also asked private schools where the workers' children are studying to show consideration while they are unable to meet their obligations.

The public will not be denied the truth because of a mere technicality. ABS CBN will continue its fight and file a motion for reconsideration. Our case and our moral purpose can only get stronger, as more and more witnesses are coming out to tell the truth about cheating in the ratings.

The fight for a clean and fair TV ratings process is a crusade that ABS-CBN will continue. Our witnesses' courage and passion for truth inspire us and fortify our will to fight for a clean and fair TV ratings process. We promise to continue telling their stories so the public will know how ratings are being manipulated.
